Tianjin Binhai New Area (TBNA) is located on the coast of the Bohai Sea east of Tianjin's main urban area and is part of the Bohai Economic Rim and the Hai River estuary. TBNA is a new growth area in China with abundant natural resources and large wetlands with high ecological values. The area is now facing the problems of water scarcity and stress including contamination of water and deterioration of ecological values. Due to the area’s fast industrialization and urbanization including upstream pollution load and climate change effects the local water authorities is facing complex management challenges.

The project aims to establish new water environmental management models for coastal city in Hai River Basin using engineering, ecological, management and policy measures. Specifically, the action aim to: reduce pollution load on the rivers and the Bohai Sea through implementation of abatement measures based on systematic investigation of pollution sources; increased use of reclaimed surface water through efficient treatment, improve living conditions and prerequisites for the industrial sectors in the area; establish natural wetland purification of surface water and restore ecological values; implement an integrated water resource management system to support proper water management and policy-making .

The project is expected to achieve the following results in the Tianjin Binhai New Area:

1) Improvement of water quality in Tianjin Binhai New Area and elimination of water bodies with quality worse than national Class V;

2) Reduced discharge of COD and NH3-N;

3) Improvement in the treatment, storage and reuse of polluted surface water;

4) Establishment of an integrated GIS-based integrated water resources management system.
